AFDC Holds 1st Distance Learning Seminar on Macro-economic Situation

The first distance learning seminar on macro-economic situation was organized by AFDC in conjunction with China Development Distance Learning Network (CDDLN) on March 31, 2011. 14 distance learning centers located in China’s six western provinces of Gansu, Guizhou, Ningxia, Guangxi, Sichuan, and Yunnan participated in this learning event through CDDLN, connecting 510 participants, mostly government officials and university professors.

The seminar was chaired by Dr. Peng Runzhong, director of AFDC, in Shanghai. Ms. Wang Guijuan, deputy director of the Research Institute for Fiscal Science of the Ministry of Finance, delivered a keynote speech on Fiscal Policies for Green Economy Development in China in Beijing. In her presentation, she shared with participants the fiscal and tax policies for developing low-carbon economy promulgated by the Chinese government in recent years, the problems regarding these policies, foreign experience in this regard, and China’s policy options for developing low-carbon economy. In the Q&A session following her presentation, participants had interactive exchanges with her on issues concerning transfer payment by central government, carbon emission trading, tax on resources and environment, sewage treatment, etc.

This is the first of a series of distance learning seminars initiated by AFDC for distance learning centers in western regions of China. Its aim is to improve capacity building in west China to achieve better development for the region. The second seminar will come in May and the theme will be on achieving coordinated growth in west: the experience of the Yangtze River delta. The third seminar will be held in October, with theme on industrial transfer and distribution in China’s west development endeavor.
